CARABE STANDS ALONGSIDE THE NATIONAL ASSOCIATION FOR BILINGUAL EDUCATION (NABE) SUPPORTING BILINGUALISM, MULTILINGUAL EDUCATION, AND CULTURAL INCLUSIVITY

POSITION STATEMENT ON ANTI-DIVERSITY, EQUITY, AND INCLUSION INITIATIVES AND DISCRIMINATORY PRACTICES AGAINST LANGUAGE MINORITIZED STUDENTS AND FAMILIES

New federal executive orders (e.g., EO 1/20/25, EO 1/21/25, and state directives (UNC Policy 300.8.5; HB 171) in North Carolina aim to dismantle Diversity, Equity, and Inclusion programs, policies, and practices across the P-20 educational system. These programs are neither “radical” nor “wasteful” and, in contrast, have contributed to a more just and inclusive society. As a result, the federal government has created chaos and confusion in all realms of our society and communities through mass government lay-offs, escalated immigration enforcement practices that include public schools, and funding cuts to essential educational programs and services.

Scholars and attorneys have pronounced the legal indefensibility of anti-DEI policies that continue to sow fear and division in our communities. There have been more than 60 years of research on the efficacy and benefits of bilingual education programs that serve language-minoritized students and families, who themselves represent diverse racial, ethnic, and legal status backgrounds, in the United States beginning in the 1960s (Coady, 2019) through the current time (Collier & Thomas, 2017; McField & McField, 2014). 

The Carolina Association for Bilingual Education (CarABE)

  • stands in solidarity with our colleagues, brothers, and sisters to vehemently oppose these draconian, harmful, and non-research-based policies and practices. We reinforce the inherent value of all people from diverse linguistic, racial, social, ethnic, economic, and gendered backgrounds.

  • will continue to advocate for the importance of multilingualism as a significant contribution to the very fabric of the United States, and underscore that bilingual education programs consistently demonstrate strong academic, linguistic, cognitive, and social benefits.

  • calls for diverse communities to unite in solidarity, organize, and resist anti-DEI efforts at local, state, and federal levels.

POSITION STATEMENT ON DEROGATORY TERMINOLOGY USED TO DESCRIBE PUERTO RICO

In response to the recent offensive remarks directed at Puerto Rico, the Carolina Association for Bilingual Education (CarABE) stands in solidarity with the people of Puerto Rico,  Aspira, and the League of United Latin American Citizens (LULAC), to vehemently reject derogatory terminology associated with the island and its people. CarABE urges all leaders to acknowledge and respect the profound cultural contributions of Puerto Rico and its people. We reinforce the value of Puerto Rican heritage and emphasize the importance of multilingualism.  

CarABE asserts:

  • Puerto Rico's political status as a U.S. territory denies its residents full citizenship rights despite their U.S. citizenship status. Navigating this relationship makes bilingualism essential for accessing opportunities and asserting cultural identity.

  • The growing Puerto Rican community, especially in the Carolinas, underscores the need for bilingual education. Bilingual Puerto Rican teachers are vital for creating culturally affirming spaces that empower students to embrace their heritage and thrive in an unequal sociopolitical landscape.

  • Language is not just a cultural aspect but a practical tool in overcoming Puerto Ricans' archipelago and mainland economic challenges. Bilingual skills are critical to educational and professional advancement. 

CarABE is committed to honoring Puerto Rico's linguistic and cultural richness while equipping students to navigate the complexities of their identity and status. We stand with the Puerto Rican community in celebrating their resilience, advocating for their rights, and building an education system that values their whole selves. Bilingualism fosters a powerful path to empowerment and equity and motivates us to continue our advocacy work.

We call for a renewed commitment to respectful dialogue, acknowledging the invaluable contributions that Puerto Ricans bring to the United States every day. Moving forward, CarABE supports initiatives and policies that empower Puerto Rico, allowing its people to thrive and continue their remarkable impact.
